The Manager will lead project management and external stakeholder management of Cyberport's blockchain and digital asset special projects, including collaboration with regulators and enabling technology firms, financial institutions, corporates and other innovators to test and validate various digital asset use cases, including tokenisation and payment use cases. Reporting to the Director of Blockchain & Digital Asset, the incumbent will serve as a key interface with financial regulators in Hong Kong, Fintech firms, licensed institutions, corporates and other technology companies etc. Key responsibilities will involve programme participant admission, stakeholder coordination, use-case facilitation, governance support, community and knowledge management, progress monitoring and reporting. If you enjoy taking ownership of projects from planning through to delivery, working with a wide range of industry and public-sector stakeholders, and want to work close to decentralized technology and innovations in traditional industries, this role offers an excellent opportunity. **Key Responsibilities** - Overall project management of specific blockchain & digital asset related projects, surrounding sandbox or pilot scheme in collaboration with government bureau or regulators in Hong Kong. - Coordinate with government bureau, regulator, tokenisation platforms, asset managers, public blockchains, financial institutions, technical service providers and other ecosystem stakeholders. - Drive participant sourcing and manage the admission lifecycle, including outreach, eligibility and credential checks, use-case assessment, onboarding and participant records.Recruit and handle various enquiries from potential clients for a new project; - Facilitate implementation of various digital asset related use cases, including tokenisation and payment use cases, through workshops, expert connections and business matching. - Support programme governance, procurement and budget monitoring; maintain decision, risk, issue, action and programme records in line with approved procedures and information-handling requirements. - Plan and deliver participant briefings, workshops, knowledge-sharing and community activities, and prepare practical guidance, FAQs, case studies and related materials. - Monitor participant progress, milestones and outcomes; prepare management reports; and translate relevant use case findings and market developments into recommendations and insights to relevant government bureau and regulators. - Perform any other ad hoc duties as assigned. **Requirements** - More than eight years of relevant experience in fintech, financial services,digital assets, innovation programmes, regulatory or public-sector projects, consulting, technology ecosystem development or related fields. - A recognised bachelor's degree in business administration, finance, economics, information technology, computer science, engineering, innovation and technology management, law, public policy or another discipline relevant to the responsibilities of the position. - A relevant postgraduate degree or professional qualification in project or programme management, fintech, blockchain, digital assets, compliance, risk management or related fields would be an advantage. - Strong project and programme management skills, with the ability to manage concurrent workstreams, milestones, risks, issues, budgets and deliverables in a structured manner. - Sound understanding of blockchain, distributed ledger technology, tokenisation, digital assets, payments and financial-market infrastructure, including the commercial and operational considerations of regulated experimentation. - Strong stakeholder-management and communication skills, with confidence engaging regulators, financial institutions, technology firms, corporates, professional advisers, senior executives and technical specialists. - Ability to assess business models and use cases, conduct structured screening and due diligence, identify risks and dependencies, and present clear recommendations for decision-making. - Excellent written and spoken English and Chinese, including Cantonese and Putonghua, with strong report writing, presentation, workshop facilitation and business correspondence skills. - Analytical, organised, detail-oriented, proactive and resourceful, with the judgement to handle sensitive information and escalate material issues appropriately. - High proficiency in Microsoft Office applications and digital collaboration tools for project planning, data analysis, dashboards, documentation and presentations; ability to use approved Al tools effectively and responsibly would be an advantage. - Demonstrated experience in end-to-end project or programme delivery,including planning, stakeholder coordination, governance, risk and issue management, reporting and delivery against tight timelines. - Hands-on experience in participant or client onboarding, due diligence, eligibility assessment, KYC-related processes, controlled documentation or comparable operational workflows. - Experience working with regulators, banks, financial institutions, technology companies, corporates or industry bodies, preferably on sandbox, proof-of-concept, tokenisation, payment or digital transformation initiatives. - Experience in facilitating use-case development, industry workshops, business matching, innovation programmes or knowledge-sharing activities would be an advantage. - Experience coordinating technical and non-technical teams for system access, connectivity testing, user acceptance testing or sandbox operations would be an advantage; hands-on software development is not required.
