About the Role

The Senior Project Executive will be responsible for supporting the end-to-end project management and delivery of Cyberport's blockchain and digital asset special projects. The role combines project planning, coordination and execution with regular external engagement, working alongside government bureau and regulators, and with enabling technology firms, financial institutions, corporates and other innovators, to test and validate various digital asset use cases, including tokenisation and payment use cases. The incumbent will support the delivery of the assigned projects and serve as a key working-level contact for Fintech firms, licensed institutions, corporates, project sponsors and other technology companies etc. Key responsibilities will involve supporting project planning and delivery, coordinating the application and admission process, assisting with programme documentation and funding administration, stakeholder liaison and enquiry handling, supporting programme governance and controls, planning and delivering briefings, workshops and events, and monitoring progress and preparing reports. At Cyberport, you'll work at the intersection of technology, regulatory, strategy, and ecosystem building, helping to turn policy-level initiatives into successfully delivered programmes. **Key Responsibilities** - Support and coordinate the delivery of assigned blockchain & digital asset projects, for instance pilot programme or sandbox programme conducted in collaboration with government bureau or regulators in Hong Kong. - Coordinate and support the application and admission process, including outreach and briefing sessions, application intake, eligibility checks, preparation of assessment summaries, vetting and panel meeting arrangements, onboarding and maintenance of applicant and participant records. - Assist in the preparation and administration of programme documentation and funding processes. - Serve as a working-level contact for applicants, participants and service providers, handling enquiries, follow-ups and status updates, and supporting liaison with government bureaux, regulators, advisory panel and vetting members, tokenisation platforms, asset managers, financial institutions, project sponsors and technical service providers as required. - Support programme governance and controls; assist with procurement, invoicing and budget monitoring; and work in line with approved procedures and information-handling requirements. - Plan and deliver applicant and participant briefings, workshops, knowledge- sharing sessions, community activities and showcase events. - Monitor participant progress, milestones, deliverables and outcomes; consolidate and analyse programme data and statistics; and prepare regular management, stakeholder and government or regulator reports and updates. - Perform any other ad hoc duties as assigned. **Requirements** - A minimum of three years of relevant experience in project or programme management, fintech, financial services, digital assets, innovation or funding programmes, regulatory or public-sector projects, consulting, or technology ecosystem development. - A recognised bachelor's degree in business administration, project management, finance, economics, information technology, computer science, engineering, innovation and technology management, law, public policy or another discipline relevant to the responsibilities of the position. - Strong project management and organisational skills, with the ability to plan, prioritise and deliver across two or more concurrent programmes and to keep multiple milestones, deliverables and deadlines on track. - Good working knowledge of blockchain, distributed ledger technology, tokenisation, digital assets and payments, sufficient to engage effectively with business and technical counterparts. - Strong stakeholder engagement and interpersonal communication skills, with the confidence to work with government bureaux, regulators, financial institutions, technology firms, corporates, professional advisers, senior executives and technical specialists. - Sound judgement in managing funding, agreement, vetting and audit documentation, with accurate record keeping and adherence to approved procedures and governance requirements. - Capable of planning and delivering meetings, workshops and events end to end. - Excellent written and spoken English and Chinese, with strong drafting skills for correspondence, guidance notes, FAQs and management reports. - Detail-minded, well organised, proactive and resourceful, able to work independently under tight timelines and to handle sensitive applicant and participant information with appropriate care and confidentiality. - High proficiency in Microsoft Office applications and digital collaboration tools for project planning, data analysis, trackers, dashboards, documentation and presentations; ability to use approved Al tools effectively and responsibly would be an advantage. - Demonstrated experience in project delivery support, including work planning and scheduling, documentation, stakeholder coordination, issue follow-up, progress monitoring and reporting. - Experience working with parties such as government bureaux, regulators, banks, financial institutions, technology companies, corporates or industry bodies, preferably on sandbox, proof-of-concept, tokenisation, payment or digital transformation initiatives. - Experience in planning and delivering briefings, industry workshops, business matching, community activities or showcase events would be an advantage. - Experience coordinating technical and non-technical teams for system access, connectivity testing, user acceptance testing or sandbox operations would be an advantage; hands-on software development is not required.
